I think Obama is more interested in people getting some form of postsecondary education generally speaking—including trade school. I don’t think he’s suggesting that everyone needs to go out and get a bachelor’s degree. Rick Santorum chooses to interpret it that way because he knows his fan base has a fierce case of anti-intellectualism. It is indeed a curious choice since, as the article points out, Santorum himself holds two graduate degrees.
